In Las Vegas (where two of my children live) one can brandish a firearm but must warn the individual 3 times before one shoots to kill. They don't say how fast or slowly you can speak.
If you drive around Las Vegas, you might be surprised to note that, even on the most heavily-traveled thoroughfares, there are no bums trying to intimidate drivers at stoplights for money, and none trying to 'wash your windshield'. It's because, a few years back, one of those window-washers was shot and killed by a driver - who warned the bum 3 times to step back before he shot him dead. The driver was not charged, as he was protecting his property and warned the fella his required 3 times.
"Pop off a few rounds" - folks around here do it for sport, as well as to kill varmints. My next door neighbor takes out about a rabbit a week; early in the AM we'll hear the "POP!" of his .22 rifle. We are all armed around here; everyone carries, everyone knows it, no one cares, and there is very little crime.
