Actually Costco management from several stores have told me that exact thing. They've repeatedly said "you pay to be here and those samples are part of that so enjoy as many or few as you wish".
If I was working one of those stations I'd make people do tricks before tossing them a treat!
No problems in the multiple ones I go to in NJ and PA, but I hear the ones in CA now have "safe spaces" for people that feel uncomfortable for any reason

Why don't you check first the meaning of Safe Spaces?
"Safe space” is a term long referred to in relation to women-only groups, LGBTQ+ organisations, black and ethnic minority groups, and so on. It allows members to meet and have discussions without the threat of silencing or discrimination from historically dominant groups.
Do you seriously think there is a need for such space at COSTCO or any other shopping store?
There are people who probably never been there, but just hate California, and spread lots of misinformation about that state...
Blacks don't have very many safe places , but one that us black folks wilI always have is Costco....
Those in-store demonstrations are not Costco personnel.
