Look at this page of their national plans. You see the one for $99 that is unlimited? So why would somebody want the limited $99 or the limited $129?

Looks like the 2000 minute plan includes conference call and call forwarding, so someone who needs these features more than unlimited person to person calls may want this plan and is willing to fork up the same price as the unlimited national plan.
