I thought surely someone with more knowledge that I would respond. Since not I will do what little I can.
There must be thousands of lake front properties on Table Rock. As you note, the lake is controlled by the Corps of Engineers and they can do pretty much as they want. Personal docks are allowed at Table Rock. However, last I heard no new permits are being issued. So if you want a dock you need buy a property with one already in place. This may have changed, of course.
There are docks dotted around the lake but nowhere to the extent found on LOTO. There is also a moratorium on any new docks but there are always slips for rent.
The lake front Table Rock property you asked about can very according to the various types of surveys. The Corp. bought and paid for the property by elevation. When they surveyed, they used what they called the "block" method in our location. In some places the fee taking line is a few feet from the water. In other places the government fee taking line is a few hundred feet. The block method of surveying was a much cheaper method they said.

While it is true that rental slips are available, we should note they are only available in commercial boat docks. No private docks are allowed any unregistered boats in their slips except for dodging stormy weather.
I live above Table Rock Lake. We own two 2-acre parcels with homes (one could be for sale w/4,500 sf house) on top of a mountain with a nice view of the lake. I prefer it to Lake of the Ozarks because it's less busy down here. LOTO gets a lot of Kansas City and St. Louis people and we don't. Of course, the Branson part of Table Rock is busier than the western part, but nowhere near as busy as LOTO. Plus, I like going to Arkansas quite often and I'm close by. There's people in our area that own the grass down to the lake and there's many private docks. As far as new docks, that I don't know. Keep in mind, which I'm sure you already know, that the closer you are to the water, the higher the cost of either acreage, lots or homes. And again, if you want activity, buy close to Branson. If you don't, head out to Cape Fair, Shell Knob or Eagle Rock. By the time you get to Eagle Rock, it's about as quiet and remote as you can find. The bonus is that you are close to Eureka Springs, AR, an amazing little town.
