Gov.-elect Cuomo: We can't just throw money at New York fiscal problems | syracuse.com

I am particurlarly encouraged by Cuomo's committement to elliminating mandates, he said “that make it impossible for school districts and localities to contain costs.” From my perspective that proposal has huge (positive) implications for school districts and localities. While here in Syracuse, I had been watching local and state elections with interest. I was very skeptical of Cuomos promise to "cap" property taxes without mentioning that he would reduce or elliminate mandates. In reality property taxes are a local issue and mandate play a big role. He has now made a believer out of me!...well, if he follow through.

I'll be keeping my fingers crossed on this one, as state-wide mandates are a major reason why property taxes are as high as they are. I just hope enough people around the state keep the pressure on him to follow through, I know it's a tough road to travel, going against the "interests" and unions, etc.

I could not agree more, esp. special interests and unions. Both are BIG Cuomo (Democratic) contributors and play a major role in NYS politics. Hopefully, rational heads will prevail and realize the current path does not work. High taxes and a declining tax base is not something that Cuomo and the Dems to not want, nor the Republicans (they have played a major role in this mess). I believe that mandates and their impact on property taxes are a major impediment to reverse migration back to NYS. If they eliminated mandates, it would be huge for CNY!

Interesting editorial from The Journal Of American Physicians and Surgeons

http://www.jpands.org/vol10no1/huntoon.pdf

It's from 2005. With all the hue and cry about health care reform it's a very timely topic. The reality is that we're already paying to provide health care for most of the "uninsured" through our insanely high property taxes, but we really need to find a better way to do it. These figures are shocking.

Quote:
In New York State, Medicaid now covers an incredible 17.4 percent of the population - almost one in every five. And the benefits in New York State are among the most generous in the nation. Medicaid has also become the preferred funding mechanism for long-term care for nearly everyone, including middle and upper-income families. In fact, in every budget year since 2001, the cost of Medicaid was greater than the entire Erie County property tax.

The Public Policy Institute of New York State has noted the role of estate planners in this long-term care "entitlement": they develop estate-planning gimmicks that are aimed at helping middle and upper-income families pass the cost of long-term care over to the taxpayers. In addition, lobbying by well-funded hospitals, nursing homes, and healthcare union workers exerts powerful pressure to maintain the government revenue stream.
