Do you mean uploading pictures from your iPad to the computer? Or uploading to a photo sharing website? If it's the latter you can get an app to upload to sites like Flickr. If it's the former you can connect the iPad to your computer via USB. You could also email the pictures to yourself.
I mean to upload photo from my iPad to some forum , like this one, not to particular social network, like Flickr, Facebook etc. when I travel, I just like to take iPad alone, not other pc. Could you suggest some way to do it? I have yet to find a substitute to Safari which disables upload function.

Flickr is not a social forum. It is an image hosting and video hosting website
You can upload pictures from iPad to forum: copy the URL address and paste in a forum reply window. But that works only with pictures from the Internet.
If you want to post your own pictures you need to upload/store them somewhere first.
Can somewhere be as local as the IPad itself?
So iPad is very user unfriendly for such basic operation, it is a problem for such closed system. Adobe flash is one more issue, among others.
