Is it accurate to say Pinellas County is sleepy (much fewer homes, stores, density) compared to Hillbourough County?

I wouldn't say that. Just the opposite....

There are 3,347 people per square mile in Pinellas County.

while 1,323 per sq mi Hillsborough County.

Yes, echoing BucFan's point. Of course, there are places with varying degrees of density in both. Hillsborough, at it's most urban, might be as if not more urban than anywhere Pinellas (though, I would generally say Central Saint Petersburg is more urban, in terms of business density, walkability, etc., than Central Tampa). But, Hillsborough extends enough far and east to get into country/rural areas, where Pinellas is very nearly completely developed, at least to some degree.

Leave Tampa and Hillsborough County is one of the most... Interesting... Places you'll go.

Pinellas seems to be pretty consistent within every city. Whether that's a good thing or a bad thing is up to you.

when I drive out to Alafia State Park to mountain bike, I really feel like I'm in another completely different state - passing cow pastures, oak trees, seeing horses grazing. I really enjoy the drive out to the state park as much as the riding the MTB.....makes for a really great morning.

I'll have to retract my previous statement and clarify a bit. Hillsborough County is pretty big, however, we only have three established cities (Plant City, Temple Terrace, Tampa) whereas Pinellas County, every inch of it is a city of it's own with few exceptions (Pinellas Park, Palm Harbor).

The one thing that amazes me about Hillsborough County is the amount of rural and undeveloped land.

If you go south and east it's amazingly rural.

You should of seen it back in the 70's. Brandon did not have a McDonalds, and south of lumsden was the boonies.
Brandon High(77) had one of, if not the largest graduating classes in the state.

This comes a LOT from having so few cities. That said, even Plant City is pretty empty.
