We do have a help group here called Gulfport Neighbors. Over the years they have cleaned properties for disabled and poor people, built ramps for wheelchair bound with no funds of their own and countless other good deeds.

In the Dunedin case, the man owns multiple properties in multiple jurisdictions, has been cited for junk cars and lawn issues at multiple houses by multiple local governments. He's not a poor 80 year old blind war veteran in a wheelchair. He's a jerk and a slumlord.

A lot about that city doesn't make sense.They have bored curmudgeons that ride around in golfcarts to file reports on neighbors that don't comply with their particular set of landscaping esthetics.When the pushers,movers and shakers of this city decide that they want a resident to move out they pull stunts like this.Believe me it's just the tip of the iceberg.Those that are staunch defenders and cheerleaders for the city tend to be rule followers which gives them a sense of security .500 bucks a day is insane.

If I was a shrink I'd label them as clinically insane. There's no reasoning or logic to be had in attempting to deal with individuals like that. They have excessive amounts of free time available & causing trouble brings meaning to their cloistered little lives.
