AUSTIN — The federal Environmental Protection Agency on Thursday effectively declared Texas unfit to regulate its own greenhouse gas emissions and took over carbon dioxide permitting of any new or expanding industrial facilities starting Jan. 2.

The action will give the EPA permitting authority over refineries, power plants and cement facilities in Texas, the agency said, but won't affect small pollution source facilities, such as restaurants and farms.
Texas loses say over air quality - San Antonio Express-News

Sounds like a good thing for our environment, health, and the legacy we will leave behind to future generations of Texans.

For big business, which does not care about those things, it might be detrimental to some of their practices, though they in themselves are a detriment to us.

This issue just deals with Carbon Dioxide emissions, not the whole permitting program...which is still being argued over (flexiblr permits). The list of states the EPA is acting on is interesting to say the least. BTW, Texas has actually succeeded in reducing emissions significantly (without losing jobs or running off industry i.e. California) which cannot be said of quite a few other states. It is also one of the most monitored states in the country so we can actually have a good idea of the exact reductions that are occurring.
