People move from expensive areas to Texas because the labor is cheap and/or gets outsourced.

It would be no different if they moved to Mexico for a job. Mexico has plenty of companies setting up shop there due to costs and a lack of regulation and a lower unemployment rate than even Texas. Lots of labor gets outsourced to India and China as well.

If an American moved to Mexico, India, or China because their jobs moved there, do you think they should try and change the place for (what they think) is the better?

Not necessarily. You might not have a full understanding of unintended consequences.
