I understand that part, just can’t digest stupidity of this decision. It’s not like Texas schools are rolling in money, all districts are slashing programs and piling up bond debt. Why waste presious resources to build fancy water parks and extravagant stadiums?

Sure, but it's precisely because of Robin Hood that some districts are rolling in money evidence being the $20MM that La Joya had laying around for their water park.
