I have an idea; since the airlines/TSA are at an impasse, for now, the TSA could save face by creating an "express" lane for those NOT checking bags, this way everyone slowing down security screening with their huge bags will think twice about checking next time-and risk missing their flight-for those of you that fly
Southwest, unless you haven't heard, they don't charge for checked bags. Besides, many of the bags that
don't fit get gate checked anyhow.
Not to mention we already have an 'express' TSA lane called ' TSA Pre-check'. But it's a paid lane so not many people would want to spend that extra money.
I fly quite a bit, and I don't think there are very many people that travel without any bags (or would be able to). Even on airlines like Southwest that don't charge to check bags. Even if you check your luggage, most people still going to want to carry on some sort of bag for keys, wallets, medications, laptops, tablets, books, etc.

Also airline employees and their dependents quite often are able to use the "TSA Pre-Check" lanes as they are recognized as pre-screened by the airline companies and they (employees & dependents) do not pay for this service.

I did a trip last week, and another two weeks before. Every time, I got TSA Pre-Check and have never paid for it. It saved me 1.5-2 hours in Seattle, but in smaller airports like McCarran Las Vegas and Long Beach CA there were no long lines to worry about. Choose your flight times and airports carefully and avoid peak times/days.

In some airport terminals there are no TSA pre-check lanes. I’ve had trouble with this in Phoenix and in Atlanta this year. It was simply the wrong terminal and they didn’t have “space” for pre-check lanes so we had to be through the like cattle being pushed to the screeners. Not fun!

I am kinda happy that the lines are long.
Adds pressure on Congress to lift the cap on hiring more TSA screeners and budget.
Long lines could mean an added stress to the perps.
Most people bring way too much stuff on a trip. They need to think about what is really needed and what can the obtained at the arrival.
Just a FYI Atlanta has TSA Pre-Check @ all 4 Check points
Domestic terminal Main (Center) ,
Domestic terminal North,
Domestic terminal South (Currently closed until ~5-27-2016 for upgrades)
and the International Terminal.
