No. I'm not sure what the cut-off age is, but at 7 they are not expected to produce it. My kids only needed photo ID when they traveled solo. When they were with us, the parents' ID sufficed.
No, but I just took a flight a few months ago and they asked for the birth certificate. On the way back, they didn't. No ID needed, but check on the birth certificate.

No, anyone under 18 with their parents does not need an ID on a DOMESTIC flight. However if the 13 year old looks like he/she is 16 I would suggest bringing a student ID or something. If she/he does not have one then fine no worries they do not need it. But I would imagine a 13 year old would have a student ID so just bring it. But by law you do not need it, at least not with their parents.
