Let's go through this. They have to blast out air. How do you think the mechanics behind this works? It's has to BLAST air out to dry hands. Those few moments of air blasting is better for the environment than wasting paper towels.

I live in a 2nd story apartment and 15 feet away from tall trees belonging to a Circle K next to us. They decided to run a full scale trimming operation complete with multiple chain saws and a chopper machine at 7AM. At least I think they started around 7. I did not call cops. I feel sorry for my neighbor who works 11-7AM. They are still going strong as I type at 8:20. Last year this same store brought in a loud power washer operation at 3AM! I did call the sheriff that time. I have not seen a repeat performance of the 3AM fiasco, so maybe calling the cops had some effect.

Aren't those hand dryers mounted on curved walls? The sound probably shoots straight toward the checkout line. Anyway, those seem like the loudest hand dryers I have ever heard.
