Sisko sidesteps the answer, and its a perfect precurser of the Dominion war arc.
Another great episode was Waltz where Sisko and Gul Dukat are stranded on a planet and Dukat persists in gaining Sisko's respect. They both argue over the Cardassian occupation of Bajor and their treatment of Bajorans. DS9 stories took risks TNG never would have and it's exactly because its vessel, DS9, is stationary so we have recurring villains and issues.

I concur! DS9 started out quite slowly as I viewed it. I was not excited about the show being limited to the space station and Bajor. I had that opinion until season 2's season finale and the introduction of the Jem'Hadar! Then season 3 got much more interesting and with Worf joining the cast in season 4 I was hooked. Season's 5-7 are the three best seasons of any TV series that I have ever watched! The way this series developed the characters and the fleshing out of cultures such as the Ferengi and the Klingons made this a wonderful show at both dramatic and comedic levels. Just compare episodes such as The Siege of AR-558 and The Magnificent Ferengi attests to how wonderfully versatile this show was. No other Trek series can match it.

Reading this thread has gotten me to start watching this show again! I am watching it on Netflix on episode 3, season 1. I plan on watching at least one episode a day for the next 175 days, kind of exciting as it has been 7 years since I last watched it!

That is what we are doing. We are up to the last episode of season 3, and loving it. It has been so long I don't remember much of what happens, so it is fresh and exciting.
