Children should not be wasting their time watching a sitcom. If anything, they should be watching the Learning Channel or the National Geographic Channel.
There are some clean shows on Antenna TV, MeTV, or COZI from the 50's and 60's.
In the past, at least up until 9/11 (but definitely up until the Great Recession), people at least had reason to be optimistic about the future. Globalization / automation hadn't taken off, the levels of wealth inequality weren't obscene and it seemed as though socially intolerant people were finally being relegated to the shadows of our society. But given the socioeconomic difficulties we've been dealing with for the past decade or longer, risk-aversion, cynicism and nihilism have become firmly established into our psyche which is why you see so much cheap programming with a ton of sarcasm and dark overtures.
In a way, it's kind of an awakening because people no longer see a place for those cheesy and relentlessly-positive programs that were commom back in the 50s - 90s, as now we realize how unrealistic they were and have far less tolerance for their fakeness. Not to mention, they were a lot more expensive to make than the programs that are common on TV today, so companies are way more relunctant to invest money in them.

The answer is video games. Kids are bored, just watching TV. They have too be in charge, of what is on the screen. Me, I could just sit back and watch a couple of Leave It To Beaver`s.

First, this is about television, not your socio-economic grievances.
Second... hello? The 1970s, stagflation, and crime rates far beyond what they are today (yes - that's right - look it up), troops gunning down college students? The 1960s, assassinations, riots far beyond anything this country has seen since then, the Cuban missile crisis, fallout shelters in suburban backyards, duck-and-cover?
There's your gold old days of optimism...
Of course, these threads inevitably are commandeered by people answering BECAUSE THE WORLD USED TO BE GREAT AND NOW IT SUCKS! wghich says nothing about television and just speaks to their nostalgia viewed through their rose--colored glasses.

Calm down sir.
The question was why are there no current "new family programs."

I don't think there is a Learning Channel anymore, as TLC which is mostly reality TV. I used to get Nat Geo Channel but never watched it for some reason. If it's dumbed down like the Discovery channels, I'd say pass.
PBS Kids is still a good channel for educational programming (up until 5yrs maybe?).
The younger parents I know all tend to be focused on making sure there kids are active in extracurricular activities and studies.
Family time indoors might include be watching live sports or an available movie on Netflix or Amazon Prime, but yes, many probably agree with you and feel children shouldn't be wasting time on a sitcom like a recurring sitcom on a broadcast network.
Unmatched is a funny, family sitcom on FOX. It's on hiatus now, but reruns are on Hulu. It has humor for adults (& kids), and not too crass..
