I'm not sure people are allowed to move in there. I know there's locals and stuff but they obviously take care of that island and plan to keep it that way. I might be wrong but last time i checked before leaving the island that's how it was.

Huh? Last time I checked, Culebra was part of Puerto Rico, a Commonwealth of the US, not a privately owned island. Google, "Culebra real estate" and you'll find some good information.

yea i know it's part of PR,but i do remember my mother( who used to work for a hotel supply company and had customers in culebra and vieques) told me that either one of those islands have strict limits about the amount of people that live there,but like i said that might've changed.
