Seems to me it would make more sense to do a shorter extension plus some additional weeks of payments - maybe 6 months plus another 13 week tier, or better yet lengthen tier 4. I don't know how to compare the cost, but I would guess it would be similar to the 13-month extension?

Shorter extension means nothing gets passed next year without pay-go. Meanwhile, people who don't need the money get a two year pass on a lousy 4% increase in taxes over $250,000 AGI. New Congress will be very hard line on EUC.

High unemployment will be with us for years - not in six month increments. They are pushing for one-year because the Dems will have no power after Jan. 1, although I think they should not cave on the Bush tax cuts. Totally unnecessary giveaway.

Agree, Congress has to bite the bullet and do something for the 99ers. Things are not improving anytime soon. And, for those unemployed this long, it is much worse. They are almost unemployable. Sad.

EUC08 is now 7/08 to 11/10, not exactly as long as some of the previous programs listed above. We are shooting for 7/2008 to 12/2011 though. I understand the effective dates as being when eligibility began and the end dates mean that eligibility ended, as opposed to payments ending because they are two separate things. Am I reading this right?

IIRC some of those extensions were as little as 13 weeks though?

Correct. My understanding is that this EUC Tier program of 56 weeks is the longest federal extension offered (although I cannot find an official confirmation of that).

In that regard, it is not reasonable to compare the length of eligibility for an extension comprised of 56 weeks to the length of eligibility for past extensions of as few as 13 weeks.

And, of course, one should also consider the 100% federal funding for EB (which replaced the split 50% federal/50% state funding for so many months this time around).

Payments under EUC08 now end April 30, 2011. Eligibility ended November 30, 2010. So, if history is a guide, the payments under the proposed 13 month extension should end May 30, 2012. But, we don't know nuthin' yet, for sure. Anything can happen.

I'm sure no-one that was laid off over 99 weeks ago envisaged a National UE rate STILL at 9.8% at the end of 2010.
