Michigan is back on Tier IV

I am hoping someone can help me with a question... My last week on Tier III ended on 8/11/12. I am under the impression that Michigan will step into Tier IV on 10/7/12. I have still been certifying with MARVIN... Will I continue onto Tier IV once this Tier has been established in Michigan?

Michigan may not be up to speed on your account at that time. You can attempt to certify using MARVIN. Chances are you will need to call MI. Even if you do, there may be a delay. MI needs capture into its database all who were collecting or may have exhausted Tier III on or after June 24th. Plus, there may be other recipients who, for one reason or another, did not collect Tier IV before MI triggered off.

Let us know how Michigan handles this for you.

Thank you for the response, Ariadne22. So you are under the impression that I would still qualify for Tier IV once MI gets up to speed with my account? Can you direct me to any info that addresses this sort of issue?

If you have any unexhausted EUC benefits, they are available to you as long as federal legislation and UE rate triggers permit. We've got 1000s of posts on this board relating to unexhausted tiers, people often collecting them years after they originally filed their claim.

Your eligibility is NOT in question. Michigan's specific procedures triggering back on are the only question. You won't find any information on that other than on MI's website. Each state handles these events differently. When MI announces that it is again paying Tier IV, it should at the same time, hopefully, indicate on its website its procedures for claiming Tier IV.

Be prepared. You may call MI. Certain reps will deny all knowledge of this happening, especially if MI has not yet triggered on.

Here is the BLS announcement which you can cite if a MI rep denies knowledge:

With the release of national unemployment data by the Bureau of Labor Statistics on September 21, 2012 the estimated three month average, seasonally adjusted total unemployment rate for Michigan rose to meet the 9.0% threshold necessary to trigger "on" in Tier 4 of the EUC 2008 program. As a result of this, the current maximum potential entitlement for Michigan in the EUC 2008 program will increase from 37 weeks to 47 weeks. The week beginning October 7, 2012, will be the first week in which EUC claimants in Michigan who have exhausted Tier 3, and are otherwise eligible, can establish Tier 4 eligibility.

I'm in California and just got my last payment for Tier III this week. But today i get a "Notice of unemployment insurance award"* which shows $0 max benefit and 00 total wages. This has nothing to do with the Tier IV extension, does it?
And if this does, how will it affect my continued claim and approval for Tier IV?

No worries. This is CA's notice to you relative to the monetary determination for a new state claim CA is required to perform under federal law before transitioning you to Tier 4.

Essentially, the notice states you are not eligible for a new state claim.

Although it doesn't so state, CA will now transition you to federal EUC Tier 4. You should be receiving claim forms soon. Of course, in the unlikely event the new forms are not forthcoming, contact EDD.

I'm at the end of tier 3 in Michigan - 1 week left.
Thought I'd be eligible for tier 4 next week (Oct.7th) when Mi. triggers back on.
But I've already received 26 wks State unemployment as well as EUC tier 1 -20 wks, tier 2 -14 wks, tier 3 - 13 weeks; totaling up to 73 weeks combined state and federal pymnts.
Am I correct in thinking this is it for me? :{
I've read that as of Sept 2nd maximum weeks drops from 79 wks to 73. (My total- 73 weeks.)
No info on the Michigan UEA website yet even though those eligible are scheduled to begin getting payments next Monday 10/7.
