So I'm about to exhaust or end my regular EDD-CA claim soon. Today I got my claim form in the mail and the 2nd week is all X'ed out. It also says the balance after this payment is 123.00
Does this mean I'm only going to collect just 1 week?
For now, yes. You should transition to Tier 1 after your balance reaches 0 and there maybe a delay while that happens. Ariadne22 will know more; I can't keep track of things like she can.

CA will send you a claim form for the missing week - new EUC Tier 1 - next week probably.
Let's say you were supposed to file on the 26th of August for weeks ending 8/18 and 8/25. But the week ending 8/25 is xxxxxx out. You file the one week, you get paid on just the one week. And you file on 8/19 (or at least I did when I did this) instead of on the 26th.
The next claim form will be for w/e 8/25 and 9/1. So, you DO get paid for the "xxxx" week, but they change the dates of when the 2 week checks happen as now you file on 9/1. Does that make sense?
Also, this MAY have changed (although I doubt it) it has been a while since I did a Tier Transition.

I called the next day on the 13th and dis the form via phone for your extension or teir two. Today is Sunday august 19th and I can't file the website for unemployment says my claim is still inactive but last Monday the lady I spoke to said I'm fine and to file today for my missing week and continue on from there. I am a week short and am frickin out right now what do I do?

Try again tomorrow and if it won't go through call them. Don't wait as the longer you wait the longer it will take to get paid.
I just received my recertication for c edu claim and the other week is xxxxxxx out. You all have help me to understand i will get a other certificate in the mail with two weeks on it.No thanks to the edu office! They suck! What better time than to wait. Two weeks before Christmas! Oh well it is what it is. Maybe theres a way we can speak up and make ca.edu dept change there ways! Can we talk to someone on the phone at least? Omg!

You and everyone else collecting or about to collect EUC need to know this:

1. Can I still collect federal benefits under this latest federal legislation?
Eligibility dates have been extended to the end of 2012. If state benefits and EUC tier benefits are exhausted not later than December 22, 2012, you are eligible to move to the next EUC tier and/or Extended Benefits (EB).
However, all EUC/EB benefit payments end December 29, 2012.
Important Change: Previously, tier benefits once begun could be exhausted in their entirety. Under the new legislation, unless extended once again by Congress, both EUC and EB benefits end December 29, 2012, regardless of unexhausted balance.
