Tier 4 date determination (receive, claim, payment, get)

A bit confused on which week I'll transition into Tier 4

Started Tier 3 on 2/17/13 for 9 weeks end date 4/20/13
Claim form, 2 week period 4/14-4/20 & 4/21-4/27, submit date of 4/28/13
Claim balance $450, Weekly benefit amount $395
$55 odd amount difference because of Jury Duty payment had to claim in March
Tier 4 start date 4/21/13

My questions-
Did it run an extra week because of the odd amount of $55 being left over after the 1st week?
How and when would they pay me for the remaining $340 for the 2nd week?
Does that mean 4/27/13 actually ended Tier 3 since my balance would now be zeroed out and not the normal scheduled 4/20/13?
My understanding is Tier 4 will start on 4/28/13 and NOT 4/21/13 and that bumps me into the sequestrian cut? Bummer!

Yes, you will get $55 as a stand-alone payment for week ending 4/27.

CA does not normally combine tiers to make your weekly payments whole when there is an odd amount remaining at the end of a Tier. $55 exhausts that second week as well as Tier 3. You will receive $395 for week ending 4/20 and $55 for week ending 4/27.

Yes. Your Tier 3 ends when you are paid $55, or on week ending 4/27.

Yes. This is my understanding of how CA is interpreting the cutoff date. Your effective date for Tier 4 is 4/28. Therefore, you are subject to the sequester cuts for all of Tier 4.
