When one has concurrent/overlapping UI and SDI claims and then reapplies for unemployment benefits at the UI bye, CA can apply the SDI income towards the Sec 1277 requalifying earnings requirement. However, if CA does grant the claim, benefits would be based on LAG (unused wages) from the first UI claim only - not any of the SDI payments.

That said, one also has to demonstrate a connection to the labor market. To the best of my knowledge, if you have not worked at all during the benefit year of the UI claim, the second requirement of Sec 1277 would not be met and CA could not grant the claim. I am not positive about this, however.

All you can do is apply - and see where it goes.
