Notice the word towns. That would refer to cities with populations around 15,000 to 50,000. These towns, as I've pointed out before, have African-American populations of less than 10%, many less than 5%. The population of the towns have shrunk by half or more. Retail establishments have abandoned these towns and migrated to the suburbs. The surrounding townships have seen population increases. That means that people and businesses left the core towns for the surrounding suburbs. And it wasn't white flight. Nor did it have anything to do with redlining, the FHA or the VA.
