or what is the real issue with the rain there
The whole rains non stop thing is highly exaggerrated. Yes it rains people, we are a coastal city in the north, expect it.

However even in january and february you will still have sunny days, those who say you will go months without seeing the sun are exaggerating the reality.

For example, this is the predicted weather for the next two weeks in april.

Vancouver gets 1950 hours of sunshine a year, thats actually not half bad.

It's only 100 hours less than Toronto. Barely enough to really notice.

In summer we can go weeks without seeing rain, last july didn't record a single drop of rain.

Having grown up in Kelowna the only difference between here and there is that Kelowna gets the clouds without the precipitation. Either way you'd have to be bloody blind to say Kelowna winters are more desirable than Vancouver ones, not only is it colder in Kelowna, It's actually cloudier there as well.

Don't believe me? Look up the weather data that tells you precisely the reality of Kelowna's dreariness.

Kelowna receives an extra 10 hours of sunshine a year, thats 1 extra sunny summer day, thats it.
