They are reduced for US crowds. But it remains a year-round weekend destination for SoCal, and a vacation draw for Europeans who get multiple vacations and want to get away from winter.

Actually the crowds are not bad except for Solstice weekend and Fiesta.
The "crowds" that are the problem are on the 101 south starting at 3p to 9p on Sundays.
It's a parking lot.

Yes. You will find it less crowded in October. If you're coming on the weekend it can be busy but it really depends on what you're looking to do. If you're going to go to the zoo on the weekend it might be a little crowded but nothing like coming here during the summer. I'm in the city every day it's where my office is located. I think you'll find it very enjoyable, and as is typical for Santa Barbara… You will have great weather. I would start looking for a hotel now if you haven't done so already. And depending what you're looking for hotels can still be fairly pricey even during mid week depending on where you're coming from… You might find a little bit of sticker shock

We just went to Santa Barbara last Sunday. It was not too crowded. We went to the zoo, and noticed much lower crowds than during summer (we have passes so we go a lot). State Street was noticeably less crowded. We found parking on the pier, which is also pretty difficult normally. So maybe last weekend was a fluke, but it felt much less crowded than it had been in the summer.
