I've been meaning to ask this and perhaps someone might be able to answer this:

For years, the Welcome to Vermont sign as one entered the state from I-91 was very large and visible.

Several months ago I noticed the large sign was removed, and in it's place a much smaller sign which was about the same size as a local roadside route sign such as one for Route 5 or 103.

I've tried googling but haven't come up with much other than an article in SevenDaysVT which was about Vermont's French welcome sign missing. The article stated:

Vermont is under federal mandate to get all its highway signs replaced by 2015. The new signs have bigger typeface and are more reflective — which is intended to make them easier to see and read in all weather conditions. The new signs' bases and polls are "breakaway" so they flex and bend if a vehicle hits them.
The new sign is the opposite in terms of size of typeface. I barely noticed it on Friday evening in the dark.

Would anyone know if this is a temporary sign while a new federally mandated sign is being created?

good question. And how ridiculous is it to waste money replacing perfectly good signs - sure if they get damaged, replace them with improved signs; but if it ain't broke, don't waste money fixing it.
