True but DC metro will be significantly impacted because it is the center of the Federal Government. Hopefully it will be the long that some gov't leaders have projected it to be.

I have a hard time believing that they PMs were good, or at least did their work diligently. I understand that there will be some underlying issues from people who are stakeholders, but don't necessarily have a ton of interest in the project, but at the same time, you are a PM for a reason. If you go $8 billion over budget or you are 12 years behind on a project, there should be some culpability there. I mean let me put it like this, with your experience you understand that bureaucracy could become a risk for these type of projects. Well if a PM doesn't account for that, then who fault is that?
