Try Ben's Chili Bowl (gotta get the chili cheese fries), Zaytinya, Food Corner Kabob (on Georgia Ave on Howard's campus, Pakistani food), Central Michel Richard for a great filet $$$, Amsterdam Falafel in Adams Morgan, Ray's Hell Burger in Arlington, Maine Avenue Fish Market in SW DC, Super Pollo in Arlington, 2 Amy's Pizza in Cleveland Park...

It depends on how you define "best." From the perspective of the best food and the finest overall dining experience, I'd recommend CityZen or Blue Duck Tavern. However, there are numerous great choices at more reasonable price points. Unfortunately, DC isn't known for its Italian food. My favorites in the area are Potenza, Bistro Italiano, and Otello. If you want really good Italian food, you're better off trying in NYC, Philly, or maybe parts of NJ (possibly Baltimore, I feel like I heard that once).

DC may not be "known" for its Italian food, but there are still lots of good Italian restaurants in DC/MD/VA.

The problem DC faces with regards to Italian food is not dissimilar to what a lot of other cities face: there is a preponderance of crummy, sauce-from-a-jar Italian restaurants that are just bland and overpriced. But there are indeed some very good Italian places around. Potenza is one of them, as is Posto on 14th Street. Also, Obelisk in Dupont, Dino in Cleveland Park, Teatro Goldoni near Farragut and Siroc in McPherson Square are all places where one can have a good-to-very good Italian meal.
