Does anyone know if The District will be issuing out parking tickets on New Year's Eve? I know they waived enforcement for Christmas Eve but I have not heard any word about tomorrow. I was really hoping to park by a friends house (metered) since I will be Metro-ing to a NYC bus out of town.

It's pretty safe to assume that the police will be out in numbers and enforcing all laws.

However meters generally don't have to be fed on holidays. Because New Year's is on a Saturday, Friday is the legal holiday. So most meters won't need to be fed on either Friday or Saturday. But be sure to read the instructions on your particular meters, of course.
