Could be wrong here, but what I gather so far is mixed....I got such lackluster responses. Not much enthusiasm except for two posters on DC. It seems like its a vibrant place to be, but with parts of city very attractive and other parts more troubled. I've visited twice... thought it was nice, with stately residential neighborhoods. Very European like. However, never really mingled with locals, but I get the impression people are dull, aloof or out in left field.

Its vibrant, I think the lackluster response is just a function of your short initial post with little in terms of specifics. If you had asked for recommendations on where to live with lots of details about what you want I think you would have had a much livelier discussion.
Your other observations are fair - lots of stately neighboorhoods, very European, and people being aloof is a common complaint.
