It looks old, but is actually new. The complex is run by the DC Housing Authority and it's a co-op designed to move people into being homeowners without actually being homeowners. Read their web stuff carefully...it's whole different ballgame from usual. If you don't plan to live there for a year, you may need to cross it off the list. The area was recently awful (it's still almost next to I-295), but the area has come a very long way very quickly. 8th Street, a couple of blocks east, is now a pleasant street of shops and restaurants. Homes nearby are on the market at over $1 million. The Nats new ballpark is a dozen blocks away, so there much more nice redevelopment is coming. For right now, it's good enough and getting better, but you'll need to read more or talk to them to see if their rules are a match for your situation...
Yeah! Ten years ago, that whole place was a weed-eaten, boarded-up bit of desolation suitable for use by desperate crack-heads and homeless people. Now look! Holy @#$%, Batman! But the bulk of the project is co-op, so it's like Aussie Rules Football...until somebody explains the game to you, it's hard to tell what's really going on...
I can tell you if you go for the minimum range ($500) you'll be in a roommate/house share situation. If you wanna go solo, you'll be spending closer to your maximum range ($1000).
The townhouses shown on that site you linked look very nice.
