Port Townsend has homes in your price range. Aside from standard SFH's, there are developments near the beach, bordering Fort Worden park, that are marketed as "condos", even though they're SFH's on private lots, some backing onto the park. The price range for these is $300K-$350K.

Above should have Comcast Internet. Not a lot available on the "real coast" coast right now, but that could change. Willing to look at foreclosures/auctions?

Avoid Ocean Shores and the North Beach towns, which have high-priced slow cr@ppy Internet from a monopoly provider with tons of FCC complaints. South Beach (Westport, Cohassett Beach, Grayland) has Comcast Internet and is worth looking at, but not much available now. Here's a 3/2 half-completed "reno" with "an easement for private beach access" for $150k and excellent potential as a vacation home or vacation rental:

The tsunami that came from Japan a few years ago messed a bunch of marinas up in CA.
It didn’t really look that bad but it actually tossed boats around inside of San Francisco Bay pretty good.
Santa Cruz fared much worse.
I would never want to see a big one.
A couple of my friends were scuba diving as the big one came in I think it was Thailand.
The stories they told of the aftermath was heartbreaking.

That said we were recently interested in a Sequim property for one of my kids.
Really nice place on 2-1/2 acres in a fantastic secluded neighborhood very close to town for 350k.
We passed because we think prices will drop in the coming months.

Not in Port Townsend. Revise budget to $500k and up for that combination of location, view, and size.

All depends. Some "Port Townsend" listings are outside of town, with good views & near the water within OP's price range. OP may not get "right on the water" (ocean) anywhere, that's worth living in. Depends on what things he's willing to compromise on, and on what he means by "on the water": ocean? Strait? Sound? River near the ocean? As someone pointed out, "coastal" is nowhere to be found anywhere near the route from Portland to Seattle.

Still awaiting further clarification from the OP.

I remember seeing video of a rolling wave coming up a narrow bay or waterway in CA. It was really something to see, that it could travel all the way across the ocean. I remember being awestruck by the Japan videos, a huge wall of water and debris moving inland at about 50 mph. Nothing could stop it.

The good news is I think you often get some warning that they're coming... Unlike the earthquakes that set them off. Amazing planet, this is.
