The Thames will never freeze over again in Central London, as it has been embanked so it flows faster and deeper than it used to. The reason it could freeze in the past was that it was slow-flowing and quite shallow.
Parts of the non-tidal Thames had floating pieces of ice the winter just gone.
You reminded me about São Paulo's climate history. At early 20th century, the lowest set at every year was too much lower than it does now. It was common to see minimuns on 32F or near it. Twice a decade it used to come under freezing point. But, from 1950 on, putting aside 1955 which's set coldest morning at our history(-2C), temps have grown alongside city's buildings.
Another story about cold I remember: It was early october 2003, spring beginning down here, and I went to the southern state called Rio Grande do Sul, and stayed there for a weekend on a mountain region. Warming had already appeared and days were nice to walk out of home. Something like 24C. But, at night I presenced a fast dropping of termometers. I didn't have ways to check it but, certainly by 11:00pm, it was under 10C, my parents and I inside a car shaking our bodies in wait for some relatives. And at dawn, we got frost so, night may have set 3C. Very big range of temperatures.

Well, in some parts. I mean, when the cold comes to them, temperature drops below 32F on a short hilly region. But difference is, both europeans and americans are used to be under powerful cold masses for a long time, days, weeks, but here it lasts only a few days then it goes away.
For instance, the greatest blizzard Brazil's been under was in 1879, when mentioned place faced 3 following days of snowfall. On that occasion, snow depths came up to 5 feet in São Joaquim, blocking roads and communications as well.
Winters are cold for Brazilian standards at northeast part of state, where General Hills(serra geral) is located but, for anyone else who lives in colder sites, it would be considered warmer.
December 2001 with the lowest temp. in that month at -17 C in Serres and heavy snow (more than 80 cm). The daily mean was around -2 C if I remember well. There are many other cold waves but less extreme (most of the years we have them in normal winters or colder) or others more extreme in terms of temperature but I was not born
