Yes, Winnipeg does get cold winters and even though I haven't yet experienced winters like that, if I had to choose between the two I'd choose Winnipeg over Austin easily. One city is in Canada which is a beautiful, clean and safe country while the other one is in the United States. If I had to choose between Canada and Texas I'd pick Canada easily. And besides, so what if Winnipeg's winters are cold? Canada is worth it.
Good point, any place in Canada, a safer and more friendly country, would certainly get my pick. Canada is worth it haha!!

It's so easy their winter, it's ridiculous.
I'm in a climate that Australians consider "temperate"
and there are massive hibiscus shrubs everywhere, still in full bloom.
I still dislike their winter season,
but I dislike Canada's winter 100 times more.
Their winter season in the SW,
I consider the weather a minor nuisance at times
but we still get several days a week with a few hours a day that are very-pleasant.
(that keeps the hibiscus keep bloomin' )
And yeah, I'm thrilled that road-salt is non-existant in this part of Australia.

But the best USDA zone for my comfort would be USDA 14; avg annual low in the 70's F.
It's too bad that Spanish Moss doesn't grow in all zone 8b climates otherwise it could grow in Canada too. Heck I'm sure it can't even grow in some zone 10 climates (Isles of Scilly). I don't think I could be truly content with anything below zone 11.
Canada is safe in general but Winnipeg is far from the safest in Canada as far as I know.
This is true. Winnipeg actually has per capita one of the highest property crime rates in the country. I knew people who lived there and they were telling me stories of cars always getting broken into.
Winnipeg winters are colder than I would like, but I still prefer it on account of the 4 seasons. I don't mind Austin's summer temperatures, but I'd get fed up with 4 months of daily highs in the 90s and not much of cool down.
