Neither would be rated highly by me, but between the two Boise is superior to Louisville. Boise's winters are cooler and have a slightly greater propensity for cold snaps, and they sport significantly higher snowfall than Louisville. Summers are both too hot for me, but Boise's nights are a lot cooler and a lot more tolerable than Louisville's. Both have lousy sunshine totals, so that doesn't figure into it. The clincher for me is that Boise's air is usually dry, and has none of the awful humidity that Louisville sports, a factor which is especially critical in summertime.
