Interesting, most of Wisconsin in the USA has a lower hardiness zone number than your location in Finland (Gulf Stream influences right?) Places like Hayward, WI are 3B

i'm pretty sure Miami is not 11a. USDA 1990 used to be 10a, and the update being 10b...
frankly these U.S. Hardiness zones are kind of trivial. Miami's current record low is 27°F. wouldn't that make Miami, FL 9b? and in turn shifting all of the hardiness zones northward Orlando/Tampa being 9a etc.?
9a: 20°F to 25°F
9b: 25°F to 30°F
10a: 30°F to 35°F
10b: 35°F to 40°F
11a: 40°F to 45°F
seems people like to pretend Florida doesn't get as cold as it actually does...
i know what your going to say, the zones are based on minimum temperatures but with expected temperatures to be within a certain range for an average season... still its a bit of a gamble, you never know when the next record breaking cold blast is going to hit
my favorite zone is 10a, but a real 10a with a record low around 32°F.
Lol USDA zones aren't based on one night. Currently they are based on 1976 -2005 average winter lowest temp. And they update the running average every decade or so. Wanna bet in the next upgrade St. Augustine is 9b. Your current USDA avg min is 24.4F. For the period 1976 to 2005, Jacksonville Intl AP (a well known cold hole) avg winter min is 21F. When you look at 1990-2015 it jumps to 23F. If the next 4 winters stay like the last few, your zone will go up to 9b.
