I see it more like this:
Frigid = Below 15°F (Never felt anything under 14, so I don't know)
Freezing = 15~20°F
Cold = 20~40°F
Cool = 40~55°F
Comfortable = 55~70°F
Warm = 70~80°F
Hot = 80~100°F
Sweltering = Above 100°F
Sweltering: >96
Hot: >80
Warm: 64-80, depends on sun, 30 degrees can feel warm
Temperate: 42-64
Cool: 32-42, for whatever reason, I don't even feel the sensation of coolness until the low 40s, even when in a tshirt.
Cold: 10-32, depends on humidity
Frigid: <10
I think thats in the shade, and with certain level of humidity. 70F can be slightly cool (wind + overcast skies + rain) to hot (with the overhead sun, clear skies)

Frigid= Below -10 C
Freezing= -9 to -5 C
Very cold= -4 C to 2 C
Cold= 3 C to 10 C
Cool= 11 C to 15 C
Comfortable= 16 C to 22 C
Warm= 23 C to 25 C
Very warm= 26 C to 29 C
Hot= 30 C to 34 C
Sweltering= > 35 C
A windy 25°C being cold, wow! I thought I was a warm appreciator but that takes things to a different level.
Wind at that temp feels like indoors ceiling fan without AC for here. Cureently in a 25C room with AC blowing cool wind set at 18C. There was a Tangerang (Jakarta metro) poster who found 29C + overcast (hadn't rained yet) + slight wind = cold. Maybe he meant "cool" or "mild" (not too hot), his native language isn't English. 29c is warm/hot for most Indonesians, only feels mild/cool (for most Indonesians) when raining (rain above 27c isn't that common though). 29C is about the same / slightly higher than avg skin surface temp. Even ColdCanadian only find 29C as being warm/mild (slightly cool with wind), not cold.

Cold = 0.1C to 10C
Cool = 10.1C to 20C
Comfortable = 20.1C to 24.9C
Warm = 25.0C to 30C
Hot = 30.1C to 34.9C
Sweltering = Above 35C
