For me, I've always used these for how I perceive the temperature, being someone who thoroughly dislikes cold of any kind.

Hot: 30°C+
Very Warm: 27 - 29.9°C
Warm: 23 - 26.9°C
Comfortable/Room temp: 18 - 22.9°C
Mild: 14 - 17.9°C
Cool: 10 - 13.9°C
Cold: 6 - 9.9°C
Very cold: 0 - 5.9°C
Freezing: Below 0°C

Reflects also the narrow temperature range in my home climate.

Without solar radiation
Frigid=:below -5°C
Freezing: -5°C to 0°C
Very cold: 1-8°C
Cold: 9-16°C
Mild: 17- 25°C
Warm: 26-32°C
Hot: 33- 39°C
Sweltering: 40°C +

Frigid = Below 15°F
Freezing = 15~32°F
Cold = 32~50°F
Cool = 50~65°F
Comfortable = 65~75°F
Warm = 75~85°F
Hot = 85~100°F
Sweltering = Above 100°F


I see it more like this:
Frigid = Below 15°F (Never felt anything under 14, so I don't know)
Freezing = 15~20°F
Cold = 20~40°F
Cool = 40~55°F
Comfortable = 55~70°F
Warm = 70~80°F
Hot = 80~100°F
Sweltering = Above 100°F

Sweltering: >96
Hot: >80
Warm: 64-80, depends on sun, 30 degrees can feel warm
Temperate: 42-64
Cool: 32-42, for whatever reason, I don't even feel the sensation of coolness until the low 40s, even when in a tshirt.
Cold: 10-32, depends on humidity
Frigid: <10

I think thats in the shade, and with certain level of humidity. 70F can be slightly cool (wind + overcast skies + rain) to hot (with the overhead sun, clear skies)

Boiling/Scorching- 44˚C+
Hot- 35-44˚C (depends on humidity)
Warm-27-35˚C
Mild- 20-27˚C (if not windy, if windy it's cold)
Cool- 16-20˚C
Cold- 10-16˚C
Very Cold- 4-16˚C
Worse- 0-4˚C

It is still the hot season (early Autumn) over here, so cold weather is very rare which is why the the mild is @ 27˚C

Wind at that temp feels like indoors ceiling fan without AC for here. Cureently in a 25C room with AC blowing cool wind set at 18C. There was a Tangerang (Jakarta metro) poster who found 29C + overcast (hadn't rained yet) + slight wind = cold. Maybe he meant "cool" or "mild" (not too hot), his native language isn't English. 29c is warm/hot for most Indonesians, only feels mild/cool (for most Indonesians) when raining (rain above 27c isn't that common though). 29C is about the same / slightly higher than avg skin surface temp. Even ColdCanadian only find 29C as being warm/mild (slightly cool with wind), not cold.
