Norway has only not abolished the death penalty, they have also abolished life imprisonment. The max time you can serve is 20 years.
And they have around 50 murders a year.

Greenland is officially Denmark, in continental Denmark the murder rate is around 0.8, but on Greenland it's a terrible 19.0, despite having the same laws.
That's rather shocking to say the least. Any idea of why this might be the case?
I would have thought that Greenland is one of the most peaceful places on earth. Guess I was wrong.
No economic opportunities, centuries of oppression, rampant alcoholism, poor living conditions, mental health issues.
Greenland is a very bleak place.
If conditions are so bad there, why don't the Greenlanders just go to Denmark where they can have a better life? The Danish government could speed things up by offering free flights and housing / job / educational aid upon arrival. Then they can just make Greenland a giant "world park" or something.
I just googled Greenland's population - it's quite low, only 56,500 people. If they ran 2 flights of 747's a day, each holding 400 people, they could offload the entire island in just 70 days. Very easily doable, imo.
They would have to be assimilated and it might cause a few problems.
Even if the entire population of Greenland was transferred over to Denmark, it'd just be 1% of the population. I think assimilation would be a snap. That's gotta be an embarrassment for rich and prosperous Denmark, to be in charge of a territory that's faring so poorly.
I don't think the Greenlanders want to leave. It's still their home.
Greenland is an embarrasment to Denmark, but Greenland has had home rule since 1979. Still it's heavily subsised by Denmark.
