How on earth do you get these cold temperatures relatively commonly but record less snowfall than areas below 26N in North America where winter lows average in the 50's?

A combination of having lots of mountains to the south (rain shadow effect,) and a relatively warm winter sea temperature (still at 14C/58F) When snow bearing clouds do reach here, they run into a wall of relatively warm, and humid air rising from the sea - that's why snow on the hills and thunder is a common combination here.
Snow is very rare on the coast, but rain and 2C is common.
