What is the temperature in your city? (Part 9) (days, precipitation, humidity)

Almost everybody wear winter coats since early October (with temperatures above 20°C), and many even wool caps, scarves and gloves...
Some people wear coats and caps inside their cars to protect themselves and keep their coats on indoor, in heated, warm buildings
That's seem a little exaggerated even to me, and I consider myself as a really cold sensitive person. I took a middle coat, scarf and hat from my wardrobe when we started to have 4-5°C lows, and everyone look at me as if I was crazy at wearing all those stuffs. My sister instead is at the opposite extreme, and also at 6:30 AM she just wear a warm hoodie or a really light jacket on her regular clothes.
Anyway, now it is 3:30 PM and here the temperature is 9.3°C, and it has rained for all the day. In Turin it is a little bit warmer, the temperature now is 11.8°C over there.

I guess it's psychological too. When I was in Lyon last september, it was cooler than the usual (lows just below 10c and highs barely at 18-20c) and I was still wearing short sleeve shirts with a hoodie and a rainjacket on top of it for when it was windy / raining. I guess seing most people dressed rather lightly makes me think it's fine.
Here I always tend to dress warmer even if the lows can be ridiculously high pretty late in the season. On friday we should have a 14c low (!) yet I've been wearing 4 layers of clothing for a couple of weeks. And I just caught a cold because of too much sweating (bikeing in humid weather... no heating whatsoever once arrived at school / work)
The lack of light / fast cooling down / staying outdoors longer in the evening / etc makes me feel the cold more intensely here, or at least I'm never quite prepared for it.
