A 7°C daytime temperature at 34N would almost certainly be in the winter and thus have a relatively low sun angle.

Those temps at those latitudes aren't going to be in any other season.

Let's assume that this temperature occured on January 21st at 1:00pm so pretty close to solar noon for both places.

So assuming both places lying around sea level, "year round DST" (solar noon = 1pm) and have 1 month winter seasonal lag, I vote the calm wind one. The windy one has lower windchill but has very strong sun.
