Denver is a weak A, SLC a B, Sacramento a D. The rest are E.
How is San Diego considered E and Sacramento considered D? I don't understand your reasoning behind that. I would think San Diego and Sacramento both have better climates than Salt Lake City and Denver. Less cold in the winter and more mild year-round temps, especially for San Diego. Sac does get hot in the summer but it's a Mediterranean climate.

I happen to like cold and snow in the winter and Denver and Salt Lake City are the only 2 that get it. I also like summer heat and Sam Diego is too cool on the summer and it's warmer in the winter than Sacramento.
For someone who likes mild weather year round, San Diego would definitely be the best option.
