In Southern US ...subtropical northern limit not much north of SC-NC border I'd say.
Certainly not Mid-Atlantic Region.

I saw a video somebody shared to WeatherNation showing the snowfall on his property.....in White House, TN with what looked like an early 2000s Honda Accord parked in the driveway

I got about 30 in the last 24 hours the streets aren't plowed in my neighborhood, and the snow drift behind my car is about 3.5 feet high

Could just be the website imposing the limit. Could also be very busy, it's a very popular download for Doom called Project Brutality.

edit - tried it again and got download speeds of 1000-1700kbps. Instead of 2 hours it took 2 minutes
