Best climate for homeless people? (warm, record, temperatures, rainfall)

San Francisco is notorious for its large homeless population. Nothing can beat coastal CA climates for the homeless. I think San Diego is the best place to be homeless, no stuffy heat or frostbiting cold

^^This^^. I live in the SF Bay Area and we have tons of homeless here and throughout coastal California. I have some who camp across the street from my apartment building (until I call the cops on them).
All the Californian homeless I've seen in movies wear a lot of warm clothes and warm hats.
I'd hate to live perpetually outdoors where winter temperatures regularly drop below 50 F/10 C overnight.
My vote for homeless climate:
Record low of 60 F (16 C)
Record high of 84 F (29 C)
Light rainfall, evenly distributed throughout the year (average rain 0.5-2.5" or 15-65mm every month)
Never actually cold, but afternoon temps never high enough to make you very thirsty

It wouldn't hurt to have 5-10 days to have sub 60 degree weather per year. I'm pretty sure homeless people wouldn't want to live in a climate that never gets cool some nights at least 5 days a year.

From my perspective, 59 F/15 C is a bit cold.
54 F/12 C is definitely cold.
Cool nights are good, but for me even 69 F is cool.
I thought you'd like my climate,
the climate I listed had cool-but-not cold record lows and warm-but-not-too-warm highs
but obviously you view temperatures very differently from me.
