Because cities in Europe have more reason to value aesthetics, for obvious reasons. There are usually very strict rules in place for what kind of structures you can place in certain areas - things have to be sympathetic to the existing built environment.
Sure, but is every single street a historical themepark? Don't be prisoners to your past.

I can understand Australia as their summers everywhere bar Tasmania has the potential to get very hot and the sun is strong. But NZ? Are your summers really that hot to need covered pavements?
Why be outside if you're not prepared or don't want to handle the elements? Some people (like me) find it kind of fun to try and handle the elements of mother nature.
It might be different for you, but if I want taste of the elements, I don't go to town for it.
