Rovaniemi is ugly (as the nazis burned the old city down), but it's quite a well-off place. Nice university, low unemployment and a lot of tourists in winter. Good cultural life.
I wouldn't live there, but some sure are. But then again, I refuse to live in any place that hasn't been the national capital. So I'm down to two cities.

Yuck. The Kuusamo area and the neighbouring Kainuu province are the most poor and depressed areas of Finland. It's the Mississippi or Sicily of Finland. The only good thing over there is the nature.
If you foreigners want a cold winter but a decent QOL, forget Kuusamo, Ilomantsi and other hellholes. Kuopio would be my pick. Here's what the climate's been the last years. Old pic so I haven't updated 2015:

Yuck. The Kuusamo area and the neighbouring Kainuu province are the most poor and depressed areas of Finland. It's the Mississippi or Sicily of Finland. The only good thing over there is the nature.

Meh, rather lame winters for the latitude. Early-mid autumn and mid-late spring look good, November and March being too mild. Still though, one of the better places in Finland for cold and snow.

I can't take any comments like "WELL IF THE RESTAURANT OWNER HAD A GUN HE WOULD KILL, SOCIALISM, LOOK AT THEIR STRICT GUN LAWS, TRUMP, PUTIN, SOCIALISM". The right-wing trolls love these kind of stories.
