It hasn't.

Official averages of Göle is not published. Turkish Met Office publishes the averages of Provincial Capitals. Ardahan's official averages are published because Ardahan is a provincial capital, that's why its official averages are published.

Climate.data.org is an unofficial and inaccurate source.

According to climate.data.org, Ardahan also has warmer winter averages than official averages.

But Wikipedia says Ardahan is cooler I thought? Both those stats come from the same source

Which place do you prefer?

Ardahan's source in Wikipedia is Turkish State Meteorological Service. Not climate.data.org.

Göle's official averages are not published. So there is no official data for Göle's averages.

So Ardahan’s averages on Wikipedia are correct? So why do you think that Gole is colder then? It looks unlikely to be the case surely?

Because Göle is colder than Ardahan throughout the year according to the measurements that Turkish State Meteorological Service makes. Göle always has colder lows than Ardahan throughout the year.

If Ardahan had an average low of -17℃ in January, Göle would at least have an average low of -19℃ in January. At least.

Göle is always colder in winter. Always. That's why I say Göle is colder than Ardahan.

Look at lows in winter from the website of Turkish State Meteorological Service yourself. Göle is always colder.

Meteogram

The Green +'s plot out the wind direction. Notice it was from the South/SouthWest yesterday till about lunchtime then it started shifting and lightening up.

Then 6pm the cold front came through and winds started to become from the North. Temps started tanking
