Avg high/lows in Midwest this July. Look at those 90F+ avg highs up in North Dakota.... Best Northeast Illinois can muster is 84F. Even Wisconsin has a couple of 86F avg highs That 79F in Kenosha is taken right on the lakeshore...
Average high -2.3c
Daily mean -1.9c
Average low -1.7c.
precipitation -6mm, sunshine hours -67 hrs (July 2017 mean monhtly was 204.5 hrs).
higest low 16.3c, lowest high 16.3c.
The fourth about -2c below average month in my area. The combination of four months from Apr-Jul 2017 has been the coldest and poorest in my lifetime (even 1982 and 1987 were warmer).
That was the fifth consecutive above average July and the 2nd without measurable precipitation since 2013. It was also very sunny with only 1 mostly cloudy day.

Yeah, having over one degree of departure when averaging four months in a row is 100% ridiculous. Surely that must be the April-July record in almost all of the Baltics, Finland and northern Sweden.

1996 and 1987 have been worse in my lifetime.
If somebody deserves warmth in August and September, it's us!
Loads of sun, the equal sunniest July on record (with 1970 and 1978, do the sunniest in recent years), very warm max temps which were unfortunately higher than in June, but marginally below average mins. Record hot July day of 26.5C at OH, possibly also at Bankstown Airport but I'm not 100%. Very dry too, you have to go back to 1995 for a drier July. Other Australian cities incoming.
The other capital cities, Tokyo and Hong Kong. If I'm bothered I'll do a bunch of tropical towns in Australia seeing as all but one of the capital cities are temperate.
The rain must be very bathtub-like in Hong Kong. Wow!
