I'm at about 37.5 N but I'll limit my answer to 36-39 N

Best: Oakland California or San Rafael California
Worst: Jinan, China

45°N-46°N:

Best: Portland is very good for the latitude but not the best. Best would probably be in Trieste or somewhere at the northern edge of the Adriatic Sea.

Worst (I’m not going to mention mountain tops to be fair):

Kuril Islands come to mind. No weather station but at 46°N likely a subarctic or tundra climate.

Very interesting thread.

I’m at about 43.5N ....lots of places to choose from at my latitude...

Including....

Southern hemisphere ....Christchurch, New Zealand and Hobart, Australia....
both better than my climate but not the best.

Northern hemisphere...many places...including..

Roseburg, Oregon
Boise, Idaho
Sioux Falls, South Dakota
Portland, Maine
Yarmouth, Nova Scotia
Bilbao, Spain
Florence, Italy
Split, Croatia
Sochi, Russia
Almaty, Kazakhstan

The best is Nice, France....for worst it is toss up between Urumqi, China and Vladivostok, Russia.

Here is a comparison ...

Urumqi.............Burlington...................Ni ce................Vladivostok
-7/-17.......jan......0/-8.........jan .........13/5..........jan...........-8/-15
-5/-14.......feb......1/-7.........feb..........13/6..........feb...........-4/-12
3/-5..........mar.....6/-3.........mar..........15/8.........mar...........2/-5
16/5.........apr.......13/2........apr...........17/10........apr...........10/2
23/11........may.....20/8........may.........21/14........may..........15/7
28/16........jun......25/14......jun...........24/18.......jun............18/11
30/18........jul.......28/17......jul............27/20.......jul.............21/17
29/17........aug......27/16......aug..........28/21.......aug...........23/18
23/11........sep......22/12......sep...........25/17.......sep...........20/13
13/3..........oct......15/6........oct............21/14.......oct...........13/6
2/-6..........nov ......8/1.........nov...........17/9.........nov..........3/-4
-4/-13.......dec.......2/-4........dec...........14/6.........dec..........-5/-12

Nice, France is so much milder ...like a different world....but Split , Bilbao, and even Hobart
are very mild too, however, Nice over the entire year is the best.

Out of all the other climates I could find, none could match the general year round level of comfort that Sheffield offers for the latitude (53.3°N). Canadian places had winters too cold, along with Germany and European/Asian places further east.
However, Sheffield, while having the best climate, temperature-wise, for its latitude, doesn't have enough thunderstorms. Lincolnshire, a bit further east gets 50% more thunderstorms than we do, so I nominate the town of Market Rasen, Lincolnshire, as the best climate on my latitude.

Worst:

A good contender is Petropavlovsk Kamchatskiy, Russia. Not as cold in winter as Siberia, but also no summer.

https://en.wikipedia.org/wiki/Petrop...hatsky#Climate

The ultimate worst (and an area for which no data could be found) would likely be around the Hudson Bay area of Canada however.

Actually, I did find some climate data for one such location:

https://en.wikipedia.org/wiki/Peawanuck#Climate

Vomit.

Petropavlovsk Kamchatskiy doesn't have no summers, its still delightful most days in August and is a C climate for me, the same as Malaga.

Wakey wakey, matey!

When even the bloody ranges to my west yield warmer summers, then you just know it's buggered

Er yes it does have summers, if at least one month of the year has shorts and t-shirt weather then it does.

48 N excluding very high elevations:

Best: https://en.wikipedia.org/wiki/Freibu...eisgau#Climate if the data is correct, but I'm suspicious of the data since other nearby places are significantly cooler. Maybe Vienna or Budapest.

Worst: https://en.wikipedia.org/wiki/Uliastai#Climate
